Firstly, you have to provide a proper definition of torture. Then, you have to show that US was practising it. After that, you have to prove that the US has now changed its torture policy and has started contracting out to other countires. It's pretty simple, really. You can't "outsource" something you didn't previously do yourself.

Your article does not prove any of these. It just says that report by a NGO alleges that the US has secretly sent detainees (most of them Egyptian) to Egypt over the last 10 years, and Egypt has one of the worst reputations for prisoner abuse and torture. The article's heading is accurate: "US 'Sent Detainees To Egypt'". Yours is most definitely not.
