It outsources EVERYTHING. Why should that be an exception. Besides, these countries have a long history of torture and have accumulated much expertise in the subject. Let them do what they do best and save some bucks in the process. A win-win deal for both sides.

Of course, the terrorists might have a very different viewpoint on this issue.
