I thought the exact meaning was something you talked about but did nothing about. If the protection is visibly built into the law then my definition of "lip service" does not apply here at all.

What is your exact definition, then?

You know a lot more about Conyers than I do, and I would not presume to predict or explain his whereabouts on any given day or his position on any issue.
