From what I have read, many criminals have come into their way of life because of an inferiority complex to begin with. Showing them Earth as a point in deep space might make them feel better about themselve, or it might also make them feel even less worthy and cause all sorts of new problems.
Not to mention how expensive it would be to rocket and store criminals in space. Then again, in the future space may become the new Australia.
When the first manned balloon launches were proposed in France in the 1780s, the King wanted to send up a condemned criminal as the first passenger. Thinking of the historical aspect of such a mission, the idea was declined.
Let us make our first colonization steps into space be noble ones and try to rehabilitate the criminals while they are still on Earth.
