They should terminate the damned things or tell the astronauts they're expendable
They should either terminate the Shuttles here and now (haul them off to museums). --OR-- Tell the astronauts and the American people that the remaining Shuttles will be flown until failure with their crews.
As hard as the second option sounds, that was more-or-less standard operating procedure for test pilots during the 1950s (heaps of them died).
Either way we need to get CEV up-and-running ASAP.
