The insurgency only started after the economic collapse, which can be laid to the scuttling of the State Department rebuilding plsns.
My guess is that before this is all over (say 1 or 2 years from now), hearings will be held on this. Amazingly, I think that would be good, as it will clear Powell from responsibility for the current mess.
