But the industry is geared up to supplying those. I don't understand why they just don't make more.

I would guess the retail market is just a blip in their overall production. My Secret Service roommate must have gone through more ammunition during his monthly qualifying than 10,000 civilians put together. He had to qualify with two handguns, a shotgun and an Uzi.
