What's stopping them from doing it?

Consumers probably don't feel safe when there are so many big vehicles already on the road. But if you regulate a weight limit on all vehicles, then there won't be that pressure anymore. Of course there will be people who want to buy a truck, something that can pull a trailer, or serve all purposes. One way around this would be to require freight vehicle owners to have a business license, in addition to a drivers license. If the business has no revenue, then the vehicle is no longer a deductible expense, and the driver's license becomes invalid. There may be other ways of doing it without curtailing people's freedoms unnecessarily.
