The obsevations by DEep Impact of the cratering on Temple 1 should provide some information on smaller debris.
At some point, we may need imagers in the Kuiper Belt, and the asteroid belt, so that we can get a handle on their populations. On the other hand, perhaps this survey will be possible with one of the man tended Moon based telescopes.
