Although I am not in law enforcement and have no expertise*, I agree with your question. Does not seem that complex an endeavor to me, given one person with some electrical knowhow. Yah, it's trickier than the US yahoos who blew up OK city but not something that required tens of planers and field operators. I think it will be very difficult to find the perpetrators.

* strangers who meet me somehow think I'm a cop
