The situation is that the matter is being investigated. Some aspects of this investigation are being leaked. At this point in time Carl Rove is under no legal, moral and ethical obligation to "come clean" via issuing statements to the public. At this point, Carl Rove has not been accused of committing any crime, whereas making public statement in regards to this matter at this time could be violation of the law.
