Seems 15 to 18 is the range.
I read something about this a few days ago. Of the 28 Shuttle flights scheduled, 10 almost for certain can be handled without the Shuttle. I think they are studying if the other three might be possible with the Shuttle-derived cargo-only heavy launch vehicle to be developed.
