Europe increased there emissions by 1.3% for 2004

Europe is supposed to drop there carbon emissions to 8% by the year 2010 with the Kyoto obligations. Doesn't look like it's working.

Is that the US's fault too?

The US is trying to help, but no one will listen, they want to do it there way and guess what...it's not working.
