One more thing:
Increase UK committment to anti-terrorism forces overseas -- in Afghanistan & Iraq, for example. It you show these guys that every time they set off a terrorist attack in the UK, the UK redoubles its efforts to hunt them down globally, they might just try another tactic.
On the other hand, they are insane, so they might not.
