I didn't want to get into it but Larry J correctly pointed out some of the dynamical problems involved with a tether based artifical gravity system. Tethers in space give me the heebie-geebies. It's really easy to get "bit on the behind" by some funky unforseeable dynamic instability. Tethers and ballutes are two "easy fix" solutions that people like to unwisely propose for difficult engineering problems. I should also mention that I'd be surprised if a helicopter type solar sail (heliogyro) would actually work. There are so many ways that really nasty dynamic instabilities could appear in that sort of solar sail. A square sail mounted on a cross is probably a practical alternative design.
