I don't want the shuttle to fly in an unsafe way; I don't want the shuttle to fly at all! If putting CFCs back in the foam convinces people that now the shuttle is safe to fly, then that misapprehension is, in itself, dangerous. The shuttle will never be safe to fly, and no amount of tinkering will ever make it otherwise.
It isn't just the foam that's the problem: it's the fact that the shuttle uses LH2 in a first stage, it's the fact that it's in a side-mounted stack, it's the fact that VTHL has almost no survivable abort modes, it's the fact that it has gigantic useless wings to give it a vast cross-range that it doesn't need, it's the fact that its structure is made out of aluminum which practically goes ductile when you stick it under a propane torch, and so forth and so on. Duct tape, or in this case CFCs, might be able to fix a lot of things, but the shuttle will never be one of them.
So I'd rather they gave up on this beast and put the tens of billions they'd otherwise spend on it towards something useful, like building some real spaceships. If this pisses off our partners in the ISS, then just sending each of them a check for a billion or two dollars ought to pacify them, and would still be a lot be cheaper than continuing to fly the shuttle.
