The VBK has a very odd shape (its ballistic coefficient would be too high). I'd like to read the designer's justification for it. I'm not surprised the Russians are having trouble recovering it. I suspect they asked an ICBM RV engineer to design the VBK and he simply used a boiler plate design from his earlier work with RVs.
