Once again your latent neocon neanderthal genetics means you have missed the point entirely. "Diplomatic credibility" has nothing to do with convincing tyrants of anything. It has to do with convincing the rest of the world that the United States has a credible strategy, based upon sound facts and intelligence, to contain the proliferation of nuclear weapons among tyrant states. By running off at the mouth half-cocked about WMDs that didn't exist we've tanked any possibility of advancing any strategy effective at containing the spread of nuclear weapons. Its the chicken little story that somehow failed to educate you when you were but a little tike.

The lesson here is that Mr. Bush's incompetent foreign policy efforts has made it impossible for us to keep tyrant states like Iran and North KOrea from developing nuclear weapons.
