It's Venezuela. Argentina is one of those countries in S America, but down in the tip and Venezuela is up near the top.
And Chavez has always been a fool. He he want to stop exporting oil, it only save us the trouble of trying to get an international embargo imposed upon his fat ass. If he wants to limit sales to US, the result will be that he gets less money per barrel, and it won't matter as far us world supply, and hence US ability to import oil- we will simply get more oil from Saudis, Iraq, or Nigeria. We could pay a bit more, but it will cost Chavez more than it will cost us.

But we should push for more oil exploration and development in places like Alaska and get a couple dozen nuclear reactors built so we don't need to import oil. That should solve short/medium term and if we can extract methane hydrate in a cost effective way, then maybe we can get back into the business of exporting energy- cleaner energy. And of course, in medium to longer term, we can get cheap energy from space- which would be even cleaner and more accessible: to anywhere anytime and any quantity on a global scale.
