Officially this one was a Catagory 4 storm.
Other than that I wholeheartedly agree.
If we are going to build cities in hurricane prone areas, we need to stricly enforce building codes and take all other measures necessary to minimize the damage that such storms will eventually cause.
Simply building levees to keep the water out isn't enough of a pro-active measure to avoid catastrophy. In fact, it invites catastrophy.
