A constitution who's wording the Sunni's are unhappy with? An amendment can be a lot different than a simple edit although it is a form of editing. If a word or phrasing in a sentence can be changed to appease sunni's that would reasonably be construed as editing rather than amending. Adding or deleting sections would not.
