Wouldn't work.
A hurricane swings thousands of megatons of energy, constantly fed from ocean heat. An atom bomb would just give you a mildly radioactive hurricane, with even more heat load than before.
Now, if you could just freeze the coastal waters out about 100 miles in all directions, you might have something, but if you had a Magic Entropy Reverser that could do that, you could just point it at the hurricane.
