How about a giant mirror in space that would focus solar rays on a threatening hurricane?
The water can be vaporized and the energy channeled towards one of those big lightning
rod type towers you mentioned. The wind could be psuedh towards some big electricity-generating windmills strategically located off the coasts.
Or perhaps we could make a hurricane so cross that it would make a mistake.
