21,000Ibs to LEO?

Using hydrazine + nitrogen tetroxide hypergolic propellant [Isp (vac): > 320 seconds],
21,000 Ibs in LEO might consist of 13,000Ibs propellant and 8,000Ibs hardware...
A mass ratio that would allow for a manned moon mission with a Gemini-class spacecraft.
