Only that could drop the program costs down to the President's and the nation's budget leverls.
But will good and simple engineering triumph again here? Triumph they will, but will they triumph here or elsewhere? We'll see...
By the way, as after Challenger and Columbia no one is going to agree to launching a reactor's mass worth of nuclear material, perhaps the thing to look at is solar thermal propulsion. As efficient as nuclear, but completely resuable with an unlimited lifetime...
