I think the only way the should rebuild is if all the new houses are built to survive at least a Cat 4 storm.

It will happen again. No matter how well built the city's structures are, our children, grandchildren, or great grandchildren will one day exclaim what bunch of morons we were to allow this city to be rebuilt below sea level.

I think every new structure in New Orleans should be built of continuous pour reinforced concrete. Something that the next one could flood, but could not destroy.

But then that will be very expensive for the average homeowner...They may just have to settle for living in high-rise apartment/condo complex.
