FEMA, the national guard, etc... needs the other side of the road to move in the "pre-positioned" emergency supplies for those who didn't leave.
How are you going to get fuel tanker trucks to the out-of-gas if both sides of the road are flowing one direction?
We just need to build bigger and better roads in and out of Hurricane prone areas...
Instead of raiding the highway bill to pay for the Katrina clean-up, maybe we should expand it.
