I don't know of anybody who thinks the local government is the sole provider in emergencies. They are the first responders though.
As far as the Federal government helping the public, as far as I know, it is unconstitutional for tax payers to pay for private public property. Now, I'm all for giving rebuilding loans via the Federal government, but free money doesn't sound right to me.
