Whether this 'adds up' as mathematics or not I wouldn’t like to say but it is biologically nonsense:
“Bit strings rather than byte files can be a mode of transmission both for intelligent signals and for travels of extraterrestrial life …… Evaluating, for illustration, the Kolmogorov complexity of the human genome, one comes to an unexpected conclusion that a low complexity compressed string - analog of Noah's ark - will enable the recovery of the totality of terrestrial life.â€
Biology is not mathematics and the genome does not exist in a computational vacuum.
Simply enumerating the genome of a living organism and mailing it across space does not enable that organism to be reassembled. To build an organism requires that regulatory genes (i.e. those that determine what other genes are expressed) are turned on and off in the correct anatomical location and order. Expressing a gene for limb development in the eyeball (for example) is not a good idea. Importantly many of the cues for appropriate gene expression in development are epigenetic i.e. they are not directly encoded in the ATGC code of the genome (although they do depend on the genome to be put into action). Moreover, a cell recreates itself within a preexisting three-dimensional template i.e. the parent cell, which directs the correct spatial and temporal assembly of the molecular constituents of the cell (nuclear proteins to the nucleus, membrane proteins to the membrane etc). Without the parental cell scaffold the unregulated expression of genes would lead to molecular chaos. Organizing a chromosome (even a simple one) requires a vast amount of preexisting molecular machinery (which is admittedly encoded within the genome) and it is not obvious how a life form on planet Glob would make anything more than Gloop using the nucleotide string from plant Glug; even supposing that these life forms use DNA which at present is an untestable hypothesis. While it might be possible to transfer all the information to build an organism it would require a lot more data than the genome sequence. It would require knowledge as well as information.
