God I hope so. If they rebuild the poor neighborhood the same as they were this will just happen again...
The poor can live in utopian high-rise low income housing where they will be safe from the rising water next time.
Build 5-10 large buildings and make the rest of the devastated neighborhoods into a swampy nature preserve.
It will be a utopian dreamer's dream come true!
