All rebuilt structures should be made of reinforced concrete.
And they should be built to withstand Cat 5 winds...with parking spaces for the tenants/owners/etc... on the lower levels so that any inhabited spaces are high and dry no matter how much the river or gulf floods the area.
Anything rebuilt to any lower standard is a complete waste of money as it will be destroyed in the next major hurricane.
