From same source elsewhere: "farming, forestry, and fishing 0.7%, manufacturing, extraction, transportation, and crafts 22.7%, managerial, professional, and technical 34.9%, sales and office 25.5%, other services 16.3%."
If you add sales and office together with obvious hourly trades and ignore other services with professional the ratio of creative/planning jobs to routine/manual labor is is about 0.7 to 1 versus 0.2 to 1 for the military. The military is actually far more effective based on this simplistic comparison.
That said I won't argue that there isn't plenty of graft in the military budget. It's just a false picture to paint that as a military trait versus a human social trait. There's a whole lot of graft and corruption in normal business as well.
