Unfortunately
Concrete needs abundant water and then exposure to an atmosphere with a little CO2 in it. Both are in short supply on the Moon's surface. you could pre-cast everything indoors but you would need a lot of dome space for it and manipulating the formed sections could be cumbersome.
Most work on in-situ resource utilisation looks at fusing the regolith to make cinder blocks...
