Perhaps they should follow the Galileo model
Some countries were upset that the US military controls the GPS constellation of navigation satellites (which, incidently, are US military satellites), so they decided to build their own Galileo system.
Perhaps, if they're concerned about the US controlling the Internet, they should build their own equivalent. That way, you can have countries that don't like freedom of speech in control of their own network instead of having them browbeat American companies like Yahoo, Google, and Microsoft do their dirty work.
