You should be considering the budgets of a third-world country by the largest military power in the world and the resistance within than country.
One country has unlimited funds from which to draw, a population 10 times that of the occupied country, allies supplying troops, planes, tanks, artillery, armor, ships, cruise missiles, submarines, etc.
The other doesn't.
And which side is tied down, can't get in deeper and can't get out? Is being bled financially, has 43 million of it's own people without access to preventative medical care while it kills innocent people have a continent away?
And which side is trying to get rid of a foreign invader who is looting it's resource?
And yer proud of that.
Go figure.
