The Soviets initially blamed the global dust storm as the cause of Mars 3's demise, but the USSR always blamed everything but glorious Soviet technology for spacecraft failures.

It was later surmised that there was a technical problem with the communications between the orbiter and lander. Though maybe the dust storm did play some role in it.
