Europe: Have the tech, but we know their program plans for the next several years and a lunar lander isn't there.
Russia: I can imagine them doing a Soyuz-to-the-Moon stunt for pay in the next few years, but where's the $$$ in an unmanned lander?
China: I'm sure they'll attempt one, but they have very little experience -- any? -- with unammned space probes and I doubt very much they'd learn how to fly a lunar mission and soft land it in the next five years. If we give up and turn KSC into a casino, then maybe the Chinese will be next before 2015, to make a SWAG.
