A civil war is when both sides in a battle are carrying guns.
Blowing up funeral processions, schoolyards, worship services, and hotels is not a "civil war" any more than someone coming up behind an old lady and beating her into a coma is a "boxing match."
In our own civil war, both sides wore uniforms.
