I'm not even sure why these "issues" are on the table

Though I'd suspect the notion that China could put us down is music to the ears of the bigwig military contractors. "A new Cold War? We're already losing? YEE HAW, happy days are here again!"

Perhaps even more insidious is the phrase "economic containment." What's the point of talking about China in terms like this, except to make sure we further alienate a budding superpower?
