If it is truly harmless I would be surprised- laser damage does not just depend on intensity but on duration of exposure. something powerful enough to temporarily blind is likely to cause permanent damage with longer exposure.

Are non lethal weapons a good thing? How effective would the civil rights protests have been is instead of having dogs and firearms turned on them they were just peacefully immobilized and carried off?
