I wasnt saying 'non-lethal' was bad...
Just that it may have unforseen consequences...
If instead of being beaten and bitten by dogs, the civil rights marchers had been sprayed with non lethal glue-foam (An actual weapon under development) would it have had the same powerful effect on the american public?
On the other hand if a violent mob rioting because their baseball team lost can be dispursed by using a harmless bad smelling oil spray instead of firing dangerous rubber bullets then that is obviously a good thing.
