"Haven"
You have a point of sorts, since at present the government of Bosnia is still hostile to the terrorists. The term "haven" would not apply, but I was making a point. The Bosnia war didn't have a nice, tied-up-in-a-red-ribbon outcome either. "Mission accomplished" came in November, 2004, when almost all the U.S. troops left. Remember "home by Christmas?"
