You totally misunderstood my statement about President Bush. He IS criminally responsible if he knowingly permitted violations of the Geneva Conventions. However, he is not criminally responsible for ordering the attack against Iraq so long as the Geneva Conventions are upheld.

The Geneva Conventions on POWss DO NOT APPLY to non-uniformed, armed civilians or those who do not carry their weapons openly. They do NOT APPLY to those who direct their attacks against "protected persons".
