Don't we already have other "top" operatives in Gitmo?
Do we have such a complete lack of holding facilities that you cant put minions in Place A and leaders in Place B?
We have no places in the US?
How does having minions knowing their brass are captured improve morale? How would they know anyway, particularly if kep in solitary confinement?
