It's still dangerous, and if the courts in Pakistan want to restrict kite-fighting because of dangers to participants, that's their prerogative. Neither the existance of kite-fighting nor any attempt to restrict participation by law enforcement can be construed as proof that the Pakistanis are incapable of democracy.
