And if Soyuz and the Shuttle hadn't exist for the last 35 years or so what would have happened?

My guess nothing. All the failures of commercial space would have happened just as they did.

Government can afford the costs of an albatross and companies get taken over by the shareholders if the owner acts so irresponsibly.

Do you really think Levees cost 1.5 billion dollars to repair?
