I MADE A MISTAKE

The Admininstrator's first delivery date is February 28, 2006.

That means that the US reserchers' final work product for this first year must be delivered by them to Headquarters by roughly January, 2006, given time for final review, editing, and print.

They will have additional work products to deliver in each succeeding year.

I assume that an initial review meeting will be held about December of this year, and that the US resaarchers wil have to have their initial work product ready by then for review by their peers.
