If you have a species of the bent that starts an Interstellar war for whatever reasons. Let's say an evolved instinctive intolerance of intelligent life forms other than their own. (Not wanting a debate on that, just an example)
What’s more important, spend the resources. build the fleet, and maybe survive.
Or don’t and surely be eradicated.
