"Rumsfeld, in Iraq, announces troop reduction" - did anyone hear the field commanders say they needed fewer troops?
Or could this just be politically driven? Regardless of the situation on the ground. Following a successful election, the implementation of democracy, and an Iraqi Army capable of defending Iraq from foreign invaders.
But it seems to me that Herr Bush said the troop levels would be determined by need as expressed by the field commanders.
