You are missing something, Police often dress in full battle gear, including issue head protection when executing actions under conditions that may include rioting. This also includes heavier weapons. Which may, or may not, extend to M-16's ... depends on the Department. This is a response due partially to the bank robbery shootout in Calif a few years ago.
I know cops who often complain about exercises in the summer in full dress armor.
I do agree with your sentiment about the Command of that department. A few undercover drug buys does not give sufficient cause for such overwhelming response. I think it was more a case of Neckitus, as in red.
